In the beginning, letters to federal, state, and local representatives were met with a pat on the head  not  practical assistance with permits or research funding.  No doubt there are many other inventors of wave energy power plants who have similar letters.  It was not until the OREC coalition was formed that any real progress started to be made.  There is still much to be done.
